In the Fema flood policy, it says that you can qualify for FEMA ICC
with a combination of: demolition, floodproofing, elevation, codes...
and so on. It says a combination.

The policy reads, compliance activities eligible for payment of ICC
are elevation, floodproofing, relocation, or demolition, or any
combination.

What is the communities "freeboard" requirement for V16 flood zones?

So, could you have 3 out of the 5 guidelines in the combination and
still apply"?

Or what?

You can get up to a max. of $30,000 and divied it up as the bills come in:
ie
$5,000 for Demo
$20,000 for pilings and rasing the foundation
$5,000 for other costs involved.

Your home before the flood needs to be below the BFE to qualify.

Make sure they take the height from the absoulute lowest floor in your home.
