is it the tenants responbilty to remove their items from the flooded home or the owners resonsiblity.
I still havent gotten my deposit back and was told that I didnt have to worry about taking my flooded possessions out and now they wont give me back my deposit.

well you did, leave the tub running and caused a lot of water damage.

I can't speak for your landlord but we gave ours their deposit back 2 weeks after the storm. They managed to get some personal items out, and since they were living out of town I got some things out for them as well. But the demo company hauled them all away when they tore down the house.

Unless you were late on a previous month rent, or you lived on the second floor and punched holes in the walls you should get your money back.
